&lt;p&gt;&lt;strong&gt;I. Overview of PAFO &lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;PAFO is recognized as the representative body of African Farmers' Organizations at the highest continental level. PAFO is currently composed of five regional African farmers' networks representing more than 70 organizations of both men and women from 49 African countries.&lt;/p&gt;
&lt;p&gt;PAFO was created in October 2010 by its Constitutive Assembly under the sponsorship of the African Union (AU). This Constitutive Assembly was the culmination of a process begun years ago in collaboration with the five regional networks of farmers' organizations in Eastern Africa (EAFF), Central Africa (PROPAC), Western Africa (ROPPA), Southern Africa (SACAU) and Northern Africa (UMNAGRI). &lt;br class='autobr' /&gt;
PAFO is registered in Rwanda as an International Non-Governmental Organization, and is certified by the Rwandan Governance Board to legally operate and establish its Headquarters in Rwanda under the Number 001/RGB/19.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;II. Scope, Terms and Conditions for the Appointment &lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Position&lt;/strong&gt;: Finance officer. &lt;br class='autobr' /&gt;
&lt;strong&gt;Duration&lt;/strong&gt;: 3 months of probation period and renewal in case of satisfactory work. &lt;br class='autobr' /&gt;
&lt;strong&gt;Location&lt;/strong&gt;: Kigali, Rwanda.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;1. Duties and responsibilities. &lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The post is under the direct supervision of the Chief Executive Officer of PAFO. &lt;br class='autobr' /&gt;
The expected duties and responsibilities, among others, will comprise; &lt;br class='autobr' /&gt;
&#8226; Elaboration of PAFO procedure Manuel &lt;br class='autobr' /&gt;
&#8226; Preparation of PAFO budget in accordance with procedure manual. &lt;br class='autobr' /&gt;
&#8226; Monitoring of projects budgets in an extra accounting document. &lt;br class='autobr' /&gt;
&#8226; Tracking new source of funds for the organisation and resolve accounting discrepancies. &lt;br class='autobr' /&gt;
&#8226; Preparation of financial reports to stakeholders with assessment of funds and in accordance to their requirements. &lt;br class='autobr' /&gt;
&#8226; Monitoring reports with accuracy and details and submitting the timely monthly, quarterly and year end close reports in duly manner as per the deadlines and PAFO procedure manual. &lt;br class='autobr' /&gt;
&#8226; Monitor Bank deposits, payments and reconciliation. &lt;br class='autobr' /&gt;
&#8226; Forecast cash flow requirements to meet cash needs. &lt;br class='autobr' /&gt;
&#8226; Supervise the accounting software. &lt;br class='autobr' /&gt;
&#8226; Paying bills of vendors according to the budget line &lt;br class='autobr' /&gt;
&#8226; Manual File and safeguard processed financial documents and data. &lt;br class='autobr' /&gt;
&#8226; Coordinate with the internal and external auditors during audits and prepare financial audit PAFO required documents. &lt;br class='autobr' /&gt;
&#8226; Timely prepare and pay PAFO staff salaries and their contribution in Rwanda Social Security Funds. &lt;br class='autobr' /&gt;
&#8226; Timely Prepare and pay tax dues. &lt;br class='autobr' /&gt;
&#8226; Performing other responsibilities assigned to in accordance with the contract.&lt;/p&gt;

&#8226; Minimum of 3-5 years of relevant experience at the national or international level in related field, experience in financial management in a donor funded program is an asset. &lt;br class='autobr' /&gt;
&#8226; Hands-on experience in financial reporting writing is desirable. &lt;br class='autobr' /&gt;
&#8226; Experience in the use of computers and office software packages, financial software and handling of web-based management systems. &lt;br class='autobr' /&gt;

&lt;p&gt;IMBARAGA is a National Farmer Organization from Rwanda created in 1992 that works to improve the socio-economic conditions of an estimated 27,300 farmers located in 26 out of 30 districts across the country. IMBARAGA is now a local NGO which was initially created as a trade union organization. In 2013, with changes in the law regulating the functioning of local NGOs, which does no longer recognize trade unions, Imbaraga shifted from a trade union to become a local NGO with the same mandate, vision and mission of protecting farmers' rights and interests. It was created at the initiative of farmers in Rwanda because these latter were voiceless and facing so many challenges in their businesses. For this reason, in order to solve their own problems, farmers have joined their efforts as far as lobby and advocacy issues are concerned. IMBARAGA is a member of Eastern African farmer federation, through this membership IMBARAGA working closely with EAFF.Eastern African Farmers' Federation (EAFF) is one of the IFAD funded investment projects in East Africa and will benefit directly from the outcomes, results and best practices that will be generated and disseminated in this project.&lt;/p&gt;
&lt;p&gt;IMBARAGA in partnership with EAFF secured grant funding from IFAD to implement a youth project dubbed &#8220;scaling up rural youth access to inclusive financial services for entrepreneurship and employment'. This project is being implemented in 3 countries i.e. Kenya, Uganda and Rwanda The overall goal of this project is to enhance the current process of raising capital for poor rural youth enterprises (start-up/existing/scale-ups) by mitigating financial institutions risks, increasing interactions with industry experts, acquiring new knowledge and sharing success stories. &lt;br class='autobr' /&gt;
With the above background, IMBARAGA would like to use experts to help the agricultural enterprises to access financing to scale up their enterprises. This is part of a mentorship and linkages approach required by these enterprises.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Position Description&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Reporting to IMBARAGA the Access to Finance Advisor is responsible for leading to reach the one of project result as facilitating youth access to credit to ensure financial sustainability for beneficiaries after the project ends. &lt;br class='autobr' /&gt; &lt;br class='autobr' /&gt;
&lt;strong&gt;Duties and Responsibilities&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The consultant is therefore required to:&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;1.	Reviewbusiness plans &lt;/strong&gt; &lt;br class='autobr' /&gt;
a)	Get intouch with the 30 entrepreneurs to understand their businesses. (IMBARAGA to provide the listing);&lt;br class='autobr' /&gt;
b)	Improve existing business plans in order to make them health business plan;&lt;br class='autobr' /&gt;
c)	Assess each enterprise and their needs(financial,technical,production,etc);&lt;br class='autobr' /&gt;
d)	Determine the most suitable form and source of funding for the enterprise;&lt;br class='autobr' /&gt;
e)	Develop a report based on analysis on (b) and (c) above.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;2.	Connect and facilitate access to finance of the agribusinesses&lt;/strong&gt;&lt;br class='autobr' /&gt;
a)	Organize pitch/business meetings between the financial institution and the agri-enterprises;&lt;br class='autobr' /&gt;
b)	&#8216;Hand hold' the agri-enterprises for review and feedback from sessions organised, provide backstopping to address issues raised at the business meeting etc. with an aim of ensuring the agribusiness is financed;&lt;br class='autobr' /&gt;
c)	Develop a report on sessions organised,gaps and challenges experienced.&lt;br class='autobr' /&gt;
5. Qualifications:&lt;br class='autobr' /&gt;
d)	At least a Bachelor's degree in Agri-finance, Agricultural Economics, Finance, and or Business Administration;&lt;br class='autobr' /&gt;
e)	At least five (5) years of professional experience in agri-banking, micro-finance, rural and agriculture investment finance; for donor-funded projects, non-profit organizations, and private sector banking for donor-funded projects;&lt;br class='autobr' /&gt;
f)	Demonstrated ability to interact and communicate with wide range of stakeholders both verbally and in writing;&lt;br class='autobr' /&gt;
g)	Working with a cross country financial institution as loan officer is an added value to perform this task;&lt;br class='autobr' /&gt;
h)	Effective at collaboration; willingness to innovate and ability to think systematically;&lt;br class='autobr' /&gt;
i)	Proven experience in managing multiple and competing tasks while maintaining the quality of deliverables within deadlines;&lt;br class='autobr' /&gt;
j)	A fluent speaker of English, Kinyarwanda, and French;&lt;br class='autobr' /&gt;
k)	Experience in inclusive finance (youth and women) will be an advantage.&lt;br class='autobr' /&gt;

This assignment will commence after signing a contract and will last in maximum five (5) months.&lt;/p&gt;

In partnership with Cultivating New Frontiers in Agriculture (CNFA), IMBARAGA was assigned with the mission of empowering partner communities including those vulnerable to improve their human capital, achieve food and nutrition security, and establish market linkages in a sustainable natural environment. It is in this regard that IMBARAGA would like to recruit two Provincial Project Managers as described below:&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;2.	Description of Feed the Future Rwanda Hinga Weze Activity&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The Feed The future Rwanda Hinga Weze is a five year activity funded by USAID Rwanda and implemented by CNFA in partnership with Rwandan Civil Society Organizations namely Rwanda Development Organization (RDO) and IMBARAGA Farmers' Organization in Rwanda. The primary objective of the Feed the Future Rwanda Hinga Weze activity is to sustainably increase smallholder farmers' income, improve nutritional status of Rwandan women and children, and increase the resilience of the agriculture and food systems to the changing climate.&lt;/p&gt;
&lt;p&gt;IMBARAGA Farmers Organization (IMBARAGA) subcontracted with Cultivating New Frontiers in Agriculture (CNFA) to implement Feed The Future Rwanda Hinga Weze Activity in Five Districts of the Western Province namely: Nyabihu, Karongi, Rutsiro, Ngororero and Nyamasheke and in One district of the Southern Province namely: Nyamagabe. IMBARAGA has field staff in the 6 mentioned districts that are in charge of implementing Feed the Future Hinga Weze (HW) Activity. The recruited Provincial Managers will be coordinating the 6 districts.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;3.	Position Description &lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Reporting to IMBARAGA's Programs Manager, the Provincial Managers will coordinate and manage the District teams. They will be responsible of overseeing all interventions of Feed The Future Rwanda Hinga Weze in assigned districts.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;4.	Duties and Responsibilities &lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&#61607;	Manage and oversee the technical implementation of Hinga Weze activities in targeted districts; &lt;br class='autobr' /&gt;
&#61607;	Assure that project activities align with the project implementation plans and calendar;&lt;br class='autobr' /&gt;
&#61607;	Collaborate with district authorities and other stakeholders for smooth implementation of Feed the Future Rwanda Hinga Weze Activity; &lt;br class='autobr' /&gt;
&#61607;	Assist IMBARAGA's management with the coordination of districts teams; &lt;br class='autobr' /&gt;
&#61607;	Represent Hinga Weze Activity in meetings and other forums with agricultural productivity, market development, nutrition and gender with project partners and stakeholders;&lt;br class='autobr' /&gt;
&#61607;	Provide technical support to Hinga Weze District Managers and make sure they are following Hinga Weze guidelines for implementation of activities; &lt;br class='autobr' /&gt;
&#61607;	Ensure regular follow-up of Hinga Weze partners' sites to ensure that project objectives and targets are being achieved; &lt;br class='autobr' /&gt;
&#61607;	Establish schedules for Hinga Weze District Managers and monitor implementation of activities;&lt;br class='autobr' /&gt;
&#61607;	Critically analyze reports of Hinga Weze District Managers to ensure that they are meeting quality standards and contributing to achieving Hinga Weze objectives and targets;&lt;br class='autobr' /&gt;
&#61607;	Prepare and consolidate the Hinga Weze weekly, monthly, quarterly and annual reports.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;5.	Qualifications &lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&#61607;	At least bachelor's degree in agriculture, agriculture economics and agribusiness, crop production, rural development, business management, Business Administration and other related fields;&lt;br class='autobr' /&gt;
&#61607;	5 years of experience in agricultural development, program evaluation, agricultural extension, and advising local government officials on agriculture project development, program implementation, agriculture extension, and integration of nutrition-sensitive agriculture and pro-poor finance into agricultural policy in Rwanda; &lt;br class='autobr' /&gt;
&#61607;	Experience in collaborating with districts and farmer groups and organizations; &lt;br class='autobr' /&gt;
&#61607;	At least five years of experience in local NGOs, with at least 3 years' experience in managerial positions;&lt;br class='autobr' /&gt;
&#61607;	Experience working with USAID funded programs is an added advantage;&lt;br class='autobr' /&gt;
&#61607;	Experience in leadership, community mobilization, extension, management skills.&lt;br class='autobr' /&gt;
&#61607;	Demonstrated ability to interact and communicate with wide range of stakeholders both verbally and in writing;&lt;br class='autobr' /&gt;
&#61607;	Effective collaboration; willingness to innovate and ability to think systematically;&lt;br class='autobr' /&gt;
&#61607;	Proven experience in managing multiple and competing tasks while maintaining quality of deliverables within deadlines;&lt;br class='autobr' /&gt;
&#61607;	Capable to work under pressure and ability to work under tight schedules and meet deadlines; &lt;br class='autobr' /&gt;
&#61607;	Excellent communication skills with a good command of English and Kinyarwanda, knowledge of French is an added advantage; &lt;br class='autobr' /&gt;
&#61607;	Use of Microsoft word, Excel and Power Point.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;6.	Job location &lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Provincial officials will be based at the provincial level and will link the headquarters of IMBARAGA and the district offices (Nyabihu, Karongi, Rutsiro, Ngororero, Nyamasheke and Nyamagabe) of the western and southern provinces of Rwanda. They must also be ready to start work after the recruitment process, contract negotiation and signing.&lt;/p&gt;

&lt;p&gt;The Eastern African Farmers' Federation (EAFF) is a regional farmers' organization whose membership consists of 24 national farmer organizations organized either as cooperatives or commodity associations across 10 countries in Eastern Africa - Burundi, Democratic Republic of Congo, Djibouti, Eritrea, Ethiopia, Kenya, Rwanda, South Sudan, Tanzania and Uganda. The main objective of EAFF is to voice the concerns and interests of farmers across the region to enhance their social-economic status and regional cohesiveness. EAFF is currently implementing the project scaling up rural youth access to inclusive financial services for entrepreneurship and employment which runs from Nov 2017 &#8211; Nov 2020 with support from IFAD.&lt;/p&gt;
&lt;p&gt;EAFF realizes that it is difficult for youth to access financial services especially in agriculture to either start the agri enterprises or scale out agri enterprises. EAFF has conducted scoping studies on financial models that exist and pose an opportunity for youth to access such financial services. However, to reach the youth, EAFF is using the concept of floating annual calls for proposals for youth to apply. The first call for business plans was in 2018 and this is the second and last call within this project. The previous call managed to interest at least 6569 youth both men and women who are 35 years and below doing various agribusiness ventures. At least 6000 youths have been trained on business planning and some have been linked to either capacity building opportunities or financial services. Based on the above successes, EAFF sees an opportunity to further capacity build youth interested in agribusiness to ensure that youth participate effectively in agriculture as entrepreneurs. EAFF is therefore calling upon youth groups or individual youths in Agriculture or agribusiness related enterprises in Kenya, Uganda and Rwanda to apply for support to help them access&lt;/p&gt;
&lt;p&gt;&#8226;	Agribusiness planning training &lt;br class='autobr' /&gt;
&#8226;	Agri-business incubation services/mentorship.&lt;br class='autobr' /&gt;
&#8226;	Potential funders/ investors and other partnership opportunities.&lt;/p&gt;
&lt;p&gt;The support is offered to both existing businesses and start-ups conducted by youths with an aim of offering employment.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;The support cuts across all sectors of Agriculture and submission MUST be of innovative ideas in any of the following areas of Agribusiness:&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&#8226;	Production, marketing and processing of agricultural products&lt;br class='autobr' /&gt;
&#8226;	Appropriate technology and innovations ready for scale up/commercialization e.g. ICT, irrigation, storage etc. &lt;br class='autobr' /&gt;
&#8226;	Agricultural finance and agricultural services e.g. sprayer groups, planting groups, weeding groups etc.&lt;br class='autobr' /&gt;
&#8226;	Aggregation, supply chain management and distribution&lt;br class='autobr' /&gt;
&#8226;	Agriculture inputs (seeds, fertilizer, pesticide etc.)&lt;br class='autobr' /&gt;
&#8226;	Business Development Service providers&lt;br class='autobr' /&gt;
&#8226;	Cottage industry&lt;br class='autobr' /&gt;
&#8226;	Any other relevant area&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;1.	Eligibility for application&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;To apply for this call one must be &lt;/i&gt;&lt;/p&gt;
&lt;p&gt;a)	An individual who is 35 years or below living in Kenya, Uganda or Rwanda who either has a start-up or an existing agribusiness enterprise&lt;br class='autobr' /&gt;
b)	A group of youth who are registered under the societies act and the membership should comprise of at least 70% youth. CBOS/FBOs are NOT eligible to apply for this call. &lt;br class='autobr' /&gt;
c)	Must follow the guidelines as stipulated in section 3&lt;/p&gt;
&lt;p&gt;&lt;i&gt; &lt;strong&gt;NB&lt;/strong&gt; &lt;/i&gt;: Start-up category are businesses that are 6 months and below and existing businesses are those who are over 6 months and have started recording cash flows.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;2.	Criteria for Evaluation of business plans&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;The business plans will be evaluated based on &lt;/i&gt;&lt;/p&gt;
&lt;p&gt;o	Innovativeness for the proposed intervention&lt;br class='autobr' /&gt;
o	Suitability of the business model&lt;br class='autobr' /&gt;
o	The potential number of youths reached&lt;br class='autobr' /&gt;
o	Youth-owned enterprises will be given preference. Group dynamics should have at least 70% as youth members.&lt;br class='autobr' /&gt;
o	Proven experience in agribusiness (production and marketing)&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;3.	Application Format&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;The business plans MUST follow the following format before submission, any application that will not adhere to this format will NOT be evaluated:&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&#8226;	&lt;strong&gt;Cover page&lt;/strong&gt; (Name of the enterprise and contact details and logo if any) (1 page)&lt;/p&gt;
&lt;p&gt;&#8226;	&lt;strong&gt;Executive summary&lt;/strong&gt;: this should summarize the business and should capture a short explanation of the business, the business goals and objectives, the marketing prospects/marketing strategy and how much the business will be making over time up to a period of 7 years. (1page max)&lt;/p&gt;
&lt;p&gt;&#8226;	&lt;strong&gt;Business Description&lt;/strong&gt;: please give a detailed explanation of the business it should include the business name, type of ownership, business address and contact information, vision statement and mission statement, goals and objectives, product/service being offered, background information of the business a SWOT analysis and a quick scan of the business environment. (3 pages max)&lt;/p&gt;
&lt;p&gt;&#8226;	&lt;strong&gt;Marketing plan&lt;/strong&gt;: clearly show your market research findings and your market plan. Try and demonstrate the target client, customer needs, competition and pricing. Show the product differentiation within your business and how you intend to market your product. (2pages max)&lt;/p&gt;
&lt;p&gt;&#8226;	&lt;strong&gt;Operational plan&lt;/strong&gt;: Short description of how the business will operate in terms of required assets, technologies, operational procedures and processes, quality assurance, monitoring and measuring hard and soft deliverables (1 page max)&lt;/p&gt;

Imbaraga and International Alert are co-implementing a three year project (2018-2020) entitled &#8220;&lt;strong&gt;Ijwi ry'Abahinzi n'Aborozi i.e. Farmers Voice Project (FVP)&lt;/strong&gt;&#8221; in seven mentioned districts located in four provinces of Rwanda. &lt;br class='autobr' /&gt;
Food insecurity is widely recognized by the Government of Rwanda and its development partners as one of the biggest challenges that Rwanda is facing in taking forward the impressive gains made so far in its economic development. The Government of Rwanda is committed to tackling this issue and has set itself a number of ambitious targets through policies and strategies such as its Vision 2020 strategic framework, the Economic Development and Poverty Reduction Strategy II (EDPRS 2013-2018), the Comprehensive Africa Agriculture Development Programme Compact (CAADP) through the National Agriculture Policy (NAP) and PSTA4 as it has been implementing for the last 10 years. While these quantitative targets are an effective measurement of progress, they impose top-down pressure on government bodies at national and district levels, the private sector and ultimately farmers to address this issue. They fail to accommodate learning and expertise from the bottom-up which can be capitalized on to support a more effective response and represent a missed opportunity to tackle food insecurity in an integrated &#8211; and therefore more sustainable &#8211; way. &lt;br class='autobr' /&gt;
The success of a more consultative and multi-stakeholder approach is predicated on the ability of farmers themselves to clearly articulate and voice their concerns and recommendations in a constructive way. Civil society has a critical role to play in this process, bridging the gap between farmers and farming communities, national level policy makers and district level government offices and monitoring the quality and responsiveness of policy implementation to farmer and community needs. Increasing numbers of civil society organizations (CSOs) are opting to work on issues of food security. However, these organizations have so far failed to take full advantage of fora that exist for debate and feedback with government. Research reports produced by CSOs on the topic are on the whole unconvincing due to the poor use of evidence to back up assertions. Moreover, the extent to which CSOs themselves are representative and inclusive of farmers in their activities and advocacy campaigns is patchy; many farmers claim they are not consulted as part of research and advocacy processes and therefore do not view CSOs as a strong conduit for their grievances and feedback.&lt;/p&gt;
&lt;p&gt;The &#8220;Ijwi ry'Abahinzi n'Aborozi&#8221; (Farmers' Voice) Project aims to tackle this head on by strengthening the participatory research and advocacy capacities of existing civil society bodies working on food security (including farmer cooperatives, value chain associations and research organizations) and creating mutually compatible District Farmers Network (DFN) that offer a space for farmers to voice their concerns and recommendations.&lt;br class='autobr' /&gt;
The overall objective of the project is to contribute to the reduction of poverty and strengthened food security by promoting farmer centred policies through enhanced civil society and farmers' organizations engagement in Rwanda. Specifically the action will strengthen the voice of farmers' organizations in agricultural policy making, planning, budgeting and monitoring and evaluation in seven target districts.&lt;br class='autobr' /&gt;
The project has three main results as follows: &lt;br class='autobr' /&gt;
ER1: Agricultural oriented CSOs are better equipped to engage farmers and advocate for their rights in targeted regions. &lt;br class='autobr' /&gt;
ER2: Capacities of the District Farmers' Network in representing farmers' interests, rights and needs are strengthened. &lt;br class='autobr' /&gt;
ER3: Improved collaboration and coordination among agricultural oriented CSOs at national level for improved level of influence over policies and decision making.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;	2. The purpose of the training &lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;As this training is part of the above ER2 related to strengthening the capacities of the District Farmers' Networks (DFN) in representing farmers' interests, rights and needs, Imbaraga Farmers Organization and International Alert would like to hire a consultant to facilitate the above mentioned training.&lt;/p&gt;
&lt;p&gt;The purpose of this consultancy is to facilitate the training of 30 members of DFN including youth and women representatives from the District Farmers Networks steering committees. The training should help participants to: &lt;br class='autobr' /&gt; a. Know what Evidence Based Advocacy is all about; &lt;br class='autobr' /&gt; b. How to collect and analyze data in order to build evidence- base; &lt;br class='autobr' /&gt; c. From evidences to advocacy: How to do advocacy? What are steps to follow?&lt;br class='autobr' /&gt; d. How to communicate evidences to feed (inform) and influence policies at District level?&lt;br class='autobr' /&gt; e. Etc.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;	3. Scope of work and key tasks&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The desired consultant is expected to conduct a 3-days training session with a special focus on agricultural food security policies. &lt;br class='autobr' /&gt;
The training will be divided into two following parts: &lt;br class='autobr' /&gt;
The first part will be held in the first two days and will be covering topics including: &lt;br class='autobr' /&gt; 1. How to analyse agriculture policies and research reports and identify key recommendations for food security; &lt;br class='autobr' /&gt; 2. How to structure and develop key recommendations for food security (i.e. leveraging existing policies, advocacy movements and research recommendations); &lt;br class='autobr' /&gt; 3. Communication techniques for advocacy for food security (i.e. appropriate targets within different ministries, key stakeholders involved and how to engage them effectively); &lt;br class='autobr' /&gt; 4. Developing, using and monitoring advocacy and community action plans for food security (i.e. based on a stakeholder mapping at community level and leveraging existing structures and bodies working on this at community level); &lt;br class='autobr' /&gt; 5. Resources and skills required (including specific technical skills which may be lacking and opportunities to overcome these technical skill gaps through partnerships, for example). &lt;br class='autobr' /&gt;
The second part will be done on the third day of the training and will be focusing on: &lt;br class='autobr' /&gt; a. A &#8220;Training of Trainers&#8221; in which DFN steering committee members will be equipped with strategies and tools for replicating the training to other members of the DFN. &lt;br class='autobr' /&gt; b. Practice of acquired knowledge to be able to get more practical guidance in order to step down the results of the training.&lt;/p&gt;
&lt;p&gt;Particularly, the consultant will:&lt;br class='autobr' /&gt; a. Prior to the training, prepare the training materials and share them with Imbaraga for their validation; &lt;br class='autobr' /&gt; b. Prepare an end-of-training report indicating the content of the training and what has been achieved.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;	4. Methodology:&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The consultant is expected to develop his/her own methodology for this training, based on the purpose of the training. Hence, the consultant is free to propose his/her own methodology. However, the methodology proposed by the consultant will be discussed and validated with the Imbaraga Farmers Organization and partners.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;	5. Timeline and Deliverables&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Timeframe: Five (5) working days including 3 days of the training and 2 days of preparations in October 2018. He/she will submit a work plan and specific dates will be agreed upon at the beginning of the consultancy. The consultant will work closely with the Farmers Voice Project managers.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;6. Specific outputs of the consultancy are:&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;	a. Inception report and workplan;&lt;br class='autobr' /&gt; b. Draft of the trainings modules (the content to be agreed during inception phase);&lt;br class='autobr' /&gt; c. Final training materials after incorporating the feedback received;&lt;br class='autobr' /&gt; d. All raw materials should be submitted to Imbaraga after the training along with the end of training report. &lt;br class='autobr' /&gt; e. Prepare the strategies and tools by which the ToTs will be able to use to replicate the training to other DFN members.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;7. Support from the contracting agency&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Imbaraga Farmers Organization will provide preparatory assistance to the consultant and these include: &lt;br class='autobr' /&gt; a. Background materials (Project Proposal/TOR, M&amp;E framework, etc.); &lt;br class='autobr' /&gt; b. Preparation meeting with Imbaraga and key project personnel;&lt;br class='autobr' /&gt;
The main point of contact and supervisor for this training will be the Ijwi ry'Abahinzi n'Aborozi Project Manager. Support will also be provided by Imbaraga senior managers and partners.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;	8. Consultant Competencies, Experience and Skills requirements: &lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The consultant must have:&lt;br class='autobr' /&gt; a. A Post Graduate degree in Rural Development, Social Sciences, or Agronomy sciences and other related fields;&lt;br class='autobr' /&gt; b. Experience in agriculture policy analysis, monitoring and evaluation approaches;&lt;br class='autobr' /&gt; c. Proven knowledge and experience in Evidence Based Advocacy (EBA) trainings and participatory approaches; &lt;br class='autobr' /&gt; d. Solid methodological and research skills; &lt;br class='autobr' /&gt; e. Excellent ability to write clearly and concisely in English;&lt;br class='autobr' /&gt; f. Fluency in the local language (Kinyarwanda); &lt;br class='autobr' /&gt; g. Ability to engage people in conversation and record answers clearly and accurately;&lt;br class='autobr' /&gt; h. Organizational and team management skills; &lt;br class='autobr' /&gt; i. Excellent facilitation skills. &lt;br class='autobr' /&gt; j. Experience in working with Civil Society Organizations (CSOs) and Farmers Organizations, local authorities and media.&lt;/p&gt;
