Terms of References (ToR) specify the scope, terms and conditions for appointing the Pan African Farmers Organization (PAFO) Finance Officer.

I. Overview of PAFO

PAFO is recognized as the representative body of African Farmers' Organizations at the highest continental level. PAFO is currently composed of five regional African farmers' networks representing more than 70 organizations of both men and women from 49 African countries.

PAFO was created in October 2010 by its Constitutive Assembly under the sponsorship of the African Union (AU). This Constitutive Assembly was the culmination of a process begun years ago in collaboration with the five regional networks of farmers' organizations in Eastern Africa (EAFF), Central Africa (PROPAC), Western Africa (ROPPA), Southern Africa (SACAU) and Northern Africa (UMNAGRI).
PAFO is registered in Rwanda as an International Non-Governmental Organization, and is certified by the Rwandan Governance Board to legally operate and establish its Headquarters in Rwanda under the Number 001/RGB/19.

II. Scope, Terms and Conditions for the Appointment

Position: Finance officer.
Duration: 3 months of probation period and renewal in case of satisfactory work.
Location: Kigali, Rwanda.

1. Duties and responsibilities.

The post is under the direct supervision of the Chief Executive Officer of PAFO.
The expected duties and responsibilities, among others, will comprise;
• Elaboration of PAFO procedure Manuel
• Preparation of PAFO budget in accordance with procedure manual.
• Monitoring of projects budgets in an extra accounting document.
• Tracking new source of funds for the organisation and resolve accounting discrepancies.
• Preparation of financial reports to stakeholders with assessment of funds and in accordance to their requirements.
• Monitoring reports with accuracy and details and submitting the timely monthly, quarterly and year end close reports in duly manner as per the deadlines and PAFO procedure manual.
• Monitor Bank deposits, payments and reconciliation.
• Forecast cash flow requirements to meet cash needs.
• Supervise the accounting software.
• Paying bills of vendors according to the budget line
• Manual File and safeguard processed financial documents and data.
• Coordinate with the internal and external auditors during audits and prepare financial audit PAFO required documents.
• Timely prepare and pay PAFO staff salaries and their contribution in Rwanda Social Security Funds.
• Timely Prepare and pay tax dues.
• Performing other responsibilities assigned to in accordance with the contract.

3. Qualifications and Required Experiences

• Nationality: African citizenship, Rwandan citizenship is an added value.
• Education: University degree with qualification in finance, commerce, economics, accounting or business.
• Minimum of 3-5 years of relevant experience at the national or international level in related field, experience in financial management in a donor funded program is an asset.
• Hands-on experience in financial reporting writing is desirable.
• Experience in the use of computers and office software packages, financial software and handling of web-based management systems.
• Language skills: Fluent English and/or French. Any additional language is an asset.

CONSULTANCY: LINKING YOUTH AGRIENTERPRISES TO FINANCIAL SERVICE PROVIDERS WITHIN THE PROJECT “SCALING UP RURAL YOUTH ACCESS TO INCLUSIVE FINANCIAL SERVICES FOR ENTREPRENUERSHIP AND EMPLOYMENT”

Introduction

IMBARAGA is a National Farmer Organization from Rwanda created in 1992 that works to improve the socio-economic conditions of an estimated 27,300 farmers located in 26 out of 30 districts across the country. IMBARAGA is now a local NGO which was initially created as a trade union organization. In 2013, with changes in the law regulating the functioning of local NGOs, which does no longer recognize trade unions, Imbaraga shifted from a trade union to become a local NGO with the same mandate, vision and mission of protecting farmers' rights and interests. It was created at the initiative of farmers in Rwanda because these latter were voiceless and facing so many challenges in their businesses. For this reason, in order to solve their own problems, farmers have joined their efforts as far as lobby and advocacy issues are concerned. IMBARAGA is a member of Eastern African farmer federation, through this membership IMBARAGA working closely with EAFF.Eastern African Farmers' Federation (EAFF) is one of the IFAD funded investment projects in East Africa and will benefit directly from the outcomes, results and best practices that will be generated and disseminated in this project.

IMBARAGA in partnership with EAFF secured grant funding from IFAD to implement a youth project dubbed “scaling up rural youth access to inclusive financial services for entrepreneurship and employment'. This project is being implemented in 3 countries i.e. Kenya, Uganda and Rwanda The overall goal of this project is to enhance the current process of raising capital for poor rural youth enterprises (start-up/existing/scale-ups) by mitigating financial institutions risks, increasing interactions with industry experts, acquiring new knowledge and sharing success stories.
With the above background, IMBARAGA would like to use experts to help the agricultural enterprises to access financing to scale up their enterprises. This is part of a mentorship and linkages approach required by these enterprises.

Position Description

Reporting to IMBARAGA the Access to Finance Advisor is responsible for leading to reach the one of project result as facilitating youth access to credit to ensure financial sustainability for beneficiaries after the project ends.

Duties and Responsibilities

The consultant is therefore required to:

1. Reviewbusiness plans
a) Get intouch with the 30 entrepreneurs to understand their businesses. (IMBARAGA to provide the listing);
b) Improve existing business plans in order to make them health business plan;
c) Assess each enterprise and their needs(financial,technical,production,etc);
d) Determine the most suitable form and source of funding for the enterprise;
e) Develop a report based on analysis on (b) and (c) above.

2. Connect and facilitate access to finance of the agribusinesses
a) Organize pitch/business meetings between the financial institution and the agri-enterprises;
b) ‘Hand hold' the agri-enterprises for review and feedback from sessions organised, provide backstopping to address issues raised at the business meeting etc. with an aim of ensuring the agribusiness is financed;
c) Develop a report on sessions organised,gaps and challenges experienced.
5. Qualifications:
d) At least a Bachelor's degree in Agri-finance, Agricultural Economics, Finance, and or Business Administration;
e) At least five (5) years of professional experience in agri-banking, micro-finance, rural and agriculture investment finance; for donor-funded projects, non-profit organizations, and private sector banking for donor-funded projects;
f) Demonstrated ability to interact and communicate with wide range of stakeholders both verbally and in writing;
g) Working with a cross country financial institution as loan officer is an added value to perform this task;
h) Effective at collaboration; willingness to innovate and ability to think systematically;
i) Proven experience in managing multiple and competing tasks while maintaining the quality of deliverables within deadlines;
j) A fluent speaker of English, Kinyarwanda, and French;
k) Experience in inclusive finance (youth and women) will be an advantage.
Timelines
This assignment will commence after signing a contract and will last in maximum five (5) months.

1. Background

IMBARAGA Farmers Organization is a Non-governmental National Farmers Organization created in 1992. IMBARAGA works with farmers to improve the socio-economic conditions of its members located in 26 out of 30 districts throughout the country. Structured from the village to the national level, IMBARAGA is governed by the vision of making its member “A professional farmer and a change maker” through “lobby and advocacy”; “increase in productivity and competitiveness” and “environmental protection”.
In partnership with Cultivating New Frontiers in Agriculture (CNFA), IMBARAGA was assigned with the mission of empowering partner communities including those vulnerable to improve their human capital, achieve food and nutrition security, and establish market linkages in a sustainable natural environment. It is in this regard that IMBARAGA would like to recruit two Provincial Project Managers as described below:

2. Description of Feed the Future Rwanda Hinga Weze Activity

The Feed The future Rwanda Hinga Weze is a five year activity funded by USAID Rwanda and implemented by CNFA in partnership with Rwandan Civil Society Organizations namely Rwanda Development Organization (RDO) and IMBARAGA Farmers' Organization in Rwanda. The primary objective of the Feed the Future Rwanda Hinga Weze activity is to sustainably increase smallholder farmers' income, improve nutritional status of Rwandan women and children, and increase the resilience of the agriculture and food systems to the changing climate.

IMBARAGA Farmers Organization (IMBARAGA) subcontracted with Cultivating New Frontiers in Agriculture (CNFA) to implement Feed The Future Rwanda Hinga Weze Activity in Five Districts of the Western Province namely: Nyabihu, Karongi, Rutsiro, Ngororero and Nyamasheke and in One district of the Southern Province namely: Nyamagabe. IMBARAGA has field staff in the 6 mentioned districts that are in charge of implementing Feed the Future Hinga Weze (HW) Activity. The recruited Provincial Managers will be coordinating the 6 districts.

3. Position Description

Reporting to IMBARAGA's Programs Manager, the Provincial Managers will coordinate and manage the District teams. They will be responsible of overseeing all interventions of Feed The Future Rwanda Hinga Weze in assigned districts.

4. Duties and Responsibilities

 Manage and oversee the technical implementation of Hinga Weze activities in targeted districts;
 Assure that project activities align with the project implementation plans and calendar;
 Collaborate with district authorities and other stakeholders for smooth implementation of Feed the Future Rwanda Hinga Weze Activity;
 Assist IMBARAGA's management with the coordination of districts teams;
 Represent Hinga Weze Activity in meetings and other forums with agricultural productivity, market development, nutrition and gender with project partners and stakeholders;
 Provide technical support to Hinga Weze District Managers and make sure they are following Hinga Weze guidelines for implementation of activities;
 Ensure regular follow-up of Hinga Weze partners' sites to ensure that project objectives and targets are being achieved;
 Establish schedules for Hinga Weze District Managers and monitor implementation of activities;
 Critically analyze reports of Hinga Weze District Managers to ensure that they are meeting quality standards and contributing to achieving Hinga Weze objectives and targets;
 Prepare and consolidate the Hinga Weze weekly, monthly, quarterly and annual reports.

5. Qualifications

 At least bachelor's degree in agriculture, agriculture economics and agribusiness, crop production, rural development, business management, Business Administration and other related fields;
 5 years of experience in agricultural development, program evaluation, agricultural extension, and advising local government officials on agriculture project development, program implementation, agriculture extension, and integration of nutrition-sensitive agriculture and pro-poor finance into agricultural policy in Rwanda;
 Experience in collaborating with districts and farmer groups and organizations;
 At least five years of experience in local NGOs, with at least 3 years' experience in managerial positions;
 Experience working with USAID funded programs is an added advantage;
 Experience in leadership, community mobilization, extension, management skills.
 Demonstrated ability to interact and communicate with wide range of stakeholders both verbally and in writing;
 Effective collaboration; willingness to innovate and ability to think systematically;
 Proven experience in managing multiple and competing tasks while maintaining quality of deliverables within deadlines;
 Capable to work under pressure and ability to work under tight schedules and meet deadlines;
 Excellent communication skills with a good command of English and Kinyarwanda, knowledge of French is an added advantage;

6. Job location

Provincial officials will be based at the provincial level and will link the headquarters of IMBARAGA and the district offices (Nyabihu, Karongi, Rutsiro, Ngororero, Nyamasheke and Nyamagabe) of the western and southern provinces of Rwanda. They must also be ready to start work after the recruitment process, contract negotiation and signing.

Duties and responsibilities

• Work closely with the Regional Manager and Farmer Group Focal Points to develop a market systems approach to support the concerned value chains.
• Coordinate agriculture extension services - ensure that farmers have the skills and means to maximize productivity and quality including input use, agronomy, field trials, co-operatives development, record keeping, post-harvest management, business training etc.
• To plan and schedule the entire production and post-production programs including planting schedules, coordinate input access and delivery, agronomy plans, training, harvesting and aggregation in line with contractual obligations.
• Take lead in the implementation of the developed strategy to achieve agreed targets including linkages, partnership, income, production and productivity targets;
• Facilitate market-driven linkages between relevant government agencies, agribusiness producers, consolidators, processors, exporters and other market actors to ensure effective partnerships and collaborations on agri-business and investment opportunities;
• The manger will look after all the accounts of the business and make sure that they are making profits
• Establish a business model that is economically and agronomically viable for small holder farmers/ co-operatives and farmer groups.
• Maintain good contacts with vendors that sell quality and certified inputs
• Coordinate and oversee post-harvest management activities
• Be proactive to advice on potential and actual production risks and mitigation measures.
• Manage data (accurate) regarding farmers including analysis to help in making decisions such as offer for loans/ insurance/ hire of machinery services/ production forecast/logistics and any new investments.

Requisite Knowledge, Skills and Abilities:

• Proven leadership, interpersonal and cross-cultural skills, and ability to work with minimum supervision;
• Practical knowledge of market analysis, project cycle and results-based management (RBM);
• Experience working and collaborating with diverse sets of stakeholders, including private sector (financial institutions, exporters, buyers, traders), private sector research institutions, donors, governments and producers;
• Detail oriented and able to efficiently and accurately manage budgets; and
• Excellent writing and spoken English communication skills.

Contract duration
