1. Background
IMBARAGA Farmers Organization is a Non-governmental National Farmers Organization created in 1992. IMBARAGA works with farmers to improve the socio-economic conditions of its members located in 26 out of 30 districts throughout the country. Structured from the village to the national level, IMBARAGA is governed by the vision of making its member “A professional farmer and a change maker” through “lobby and advocacy”; “increase in productivity and competitiveness” and “environmental protection”.
In partnership with Cultivating New Frontiers in Agriculture (CNFA), IMBARAGA was assigned with the mission of empowering partner communities including those vulnerable to improve their human capital, achieve food and nutrition security, and establish market linkages in a sustainable natural environment. It is in this regard that IMBARAGA would like to recruit two Provincial Project Managers as described below:
2. Description of Feed the Future Rwanda Hinga Weze Activity
The Feed The future Rwanda Hinga Weze is a five year activity funded by USAID Rwanda and implemented by CNFA in partnership with Rwandan Civil Society Organizations namely Rwanda Development Organization (RDO) and IMBARAGA Farmers’ Organization in Rwanda. The primary objective of the Feed the Future Rwanda Hinga Weze activity is to sustainably increase smallholder farmers’ income, improve nutritional status of Rwandan women and children, and increase the resilience of the agriculture and food systems to the changing climate.
IMBARAGA Farmers Organization (IMBARAGA) subcontracted with Cultivating New Frontiers in Agriculture (CNFA) to implement Feed The Future Rwanda Hinga Weze Activity in Five Districts of the Western Province namely: Nyabihu, Karongi, Rutsiro, Ngororero and Nyamasheke and in One district of the Southern Province namely: Nyamagabe. IMBARAGA has field staff in the 6 mentioned districts that are in charge of implementing Feed the Future Hinga Weze (HW) Activity. The recruited Provincial Managers will be coordinating the 6 districts.
3. Position Description
Reporting to IMBARAGA’s Programs Manager, the Provincial Managers will coordinate and manage the District teams. They will be responsible of overseeing all interventions of Feed The Future Rwanda Hinga Weze in assigned districts.
4. Duties and Responsibilities
Manage and oversee the technical implementation of Hinga Weze activities in targeted districts;
Assure that project activities align with the project implementation plans and calendar;
Collaborate with district authorities and other stakeholders for smooth implementation of Feed the Future Rwanda Hinga Weze Activity;
Assist IMBARAGA’s management with the coordination of districts teams;
Represent Hinga Weze Activity in meetings and other forums with agricultural productivity, market development, nutrition and gender with project partners and stakeholders;
Provide technical support to Hinga Weze District Managers and make sure they are following Hinga Weze guidelines for implementation of activities;
Ensure regular follow-up of Hinga Weze partners’ sites to ensure that project objectives and targets are being achieved;
Establish schedules for Hinga Weze District Managers and monitor implementation of activities;
Critically analyze reports of Hinga Weze District Managers to ensure that they are meeting quality standards and contributing to achieving Hinga Weze objectives and targets;
Prepare and consolidate the Hinga Weze weekly, monthly, quarterly and annual reports.
5. Qualifications
At least bachelor’s degree in agriculture, agriculture economics and agribusiness, crop production, rural development, business management, Business Administration and other related fields;
5 years of experience in agricultural development, program evaluation, agricultural extension, and advising local government officials on agriculture project development, program implementation, agriculture extension, and integration of nutrition-sensitive agriculture and pro-poor finance into agricultural policy in Rwanda;
Experience in collaborating with districts and farmer groups and organizations;
At least five years of experience in local NGOs, with at least 3 years’ experience in managerial positions;
Experience working with USAID funded programs is an added advantage;
Experience in leadership, community mobilization, extension, management skills.
Demonstrated ability to interact and communicate with wide range of stakeholders both verbally and in writing;
Effective collaboration; willingness to innovate and ability to think systematically;
Proven experience in managing multiple and competing tasks while maintaining quality of deliverables within deadlines;
Capable to work under pressure and ability to work under tight schedules and meet deadlines;
Excellent communication skills with a good command of English and Kinyarwanda, knowledge of French is an added advantage;
Use of Microsoft word, Excel and Power Point.
6. Job location
Provincial officials will be based at the provincial level and will link the headquarters of IMBARAGA and the district offices (Nyabihu, Karongi, Rutsiro, Ngororero, Nyamasheke and Nyamagabe) of the western and southern provinces of Rwanda. They must also be ready to start work after the recruitment process, contract negotiation and signing.
